English Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of local authorities, English councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in England reported that six out of ten of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of public land and open spaces to shore up their finances, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a significant number of authorities seeking to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise service redesigns and utilising financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in Kent said its asset disposal plan included the sale of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Rises and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of authorities will have to raise council taxes next April to cover the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

The authority explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

Research of regional authorities this week also found council budgets being stretched by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the Send system until next year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of challenges facing local leaders across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the actual extent of disadvantage and demand,” stated a council leader.

“Lacking this, councils will continue to face impossible choices around which essential services to fund, and which to cut, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the survey revealed.
